APWS Urges Strict Enforcement of Bonded Labour Law in Arunachal District

The All Puroik Welfare Society has urged authorities to ensure strict implementation of the Bonded Labour System (Abolition) Act, 1976, in the Kurung Kumey district, raising concerns over the handling of bonded labor cases.
In a representation submitted to the chief secretary, APWS alleged that complaints related to bonded labor are often diverted to informal or customary forums instead of being addressed through proper legal procedures. The organization claimed that cases are frequently referred to local traditional authorities, such as gaon buras, for settlement rather than registering First Information Reports (FIRs) and initiating legal action.
Highlighting the seriousness of the issue, APWS stated that offenses related to bonded labor are cognizable in nature and must be dealt with under established legal frameworks. It called for clear instructions to the district administration and police to ensure that all such complaints—including those involving forced labor, trafficking, and labor exploitation—are formally registered and investigated in accordance with the law.
The organization emphasized that customary bodies do not have jurisdiction over criminal offenses and should not be involved in resolving such matters. It further urged that once a case is addressed through the legal system, it should not be reopened or re-litigated through informal mechanisms.
APWS also recommended strengthening the District Vigilance Committee constituted under the Act to improve monitoring and prevention of bonded labor practices. The group stressed the need to safeguard vulnerable communities who are often at risk of exploitation.
In addition, the society called for awareness and sensitization programs for local authorities and traditional institutions to ensure that criminal cases are not settled outside the legal framework.
The appeal highlights ongoing concerns about the enforcement of labor laws in remote regions and the need for stronger institutional mechanisms to uphold legal protections and prevent exploitation.
