The Government of Arunachal Pradesh is finalizing security arrangements for the deployment of Central Armed Police Forces (CAPF) and other personnel to facilitate the implementation of the Siang Upper Multipurpose Project (SUMP), a significant hydroelectric initiative on the Siang River. The deployment is set to begin on December 15, 2024.
In an official directive, the Secretary (Home) of Arunachal Pradesh instructed Deputy Commissioners of Upper Siang, Siang, and East Siang districts, along with the Director General of Police (DGP), to prepare accommodations and logistical facilities for the personnel. The forces, including State Armed Police and Lady Police contingents, will be stationed across strategic locations to ensure the smooth execution of the project.
Security Deployment Details:
Upper Siang District:
CAPF: Three companies at Geku, Uggeng, and Jengging.
State Police: One platoon at Yingkiong.
Lady Police: Two platoons, one each at Geku and Jengging.
Siang District:
CAPF: Five companies—two each at Left Bank (Begging Village) and Right Bank (Parong Village), and one at NHPC office in Boleng.
State Police: One company for law and order at Boleng HQ.
Lady Police: Three platoons at NHPC office, Boleng HQ, and Parong Village.
East Siang District:
CAPF: One company for NHPC Camp Office in Pasighat.
The deployment aims to maintain law and order, protect project sites, and address potential challenges posed by resistance from local communities and environmental groups. Key infrastructure such as NHPC offices, camps, and project sites will be secured round the clock by the deployed forces.
The Director General of Police has been tasked with appointing a nodal officer to coordinate with district officials and NHPC representatives for smooth execution of security plans. Meanwhile, Deputy Commissioners are ensuring adequate arrangements for all deployed personnel, including provisions for Lady Police forces.
The SUMP is envisioned as a transformative project to harness the hydroelectric potential of the Siang River, contributing to Arunachal Pradesh’s energy infrastructure and regional development. However, concerns raised by local communities and environmentalists have necessitated robust security measures during the project’s initial stages.
Authorities remain committed to addressing these concerns while ensuring timely progress. “The deployment marks a crucial phase for the project, and we are working closely with NHPC and stakeholders to ensure all preparations are in place,” a government official said.
