To boost investment and streamline business processes, Arunachal Pradesh Deputy Chief Minister Chowna Mein chaired a high-level review meeting, directing officials to expedite the full implementation of the Ease of Doing Business (EoDB) Act 2021 and transition to a fully digitized service delivery system. During the meeting, Mein emphasized the urgency of eliminating procedural bottlenecks and modernizing government services. He urged all departments to digitize their operations, formalize the EoDB Rules, and strictly enforce the Citizen Services Delivery Act to penalize delays in service delivery. “A seamless and efficient business environment is essential for attracting investment and fostering economic growth,” Mein stated.

Secretary (Planning & Investment) R.K. Sharma reiterated the government’s commitment to an investor-friendly ecosystem, highlighting that the EoDB Act 2021 mandates integrating all departmental services into a unified digital portal for enhanced transparency and efficiency. Providing an update on Arunachal Pradesh’s progress, CEO (APIIP) and Joint Director (Investment) Tabe Haidar noted that the state has been recognized as an ‘Aspirer’ in the Government of India’s EoDB rankings and was recently awarded ‘Most Improved Small State in Governance’ by India Today. He also announced that Arunachal Pradesh has become the first Northeastern state to integrate with the National Single Window System, with its EoDB portal now generating revenue—marking a milestone in the state’s digital transformation.

Key resolutions from the meeting included the implementation of the Reduction of Compliance Burden (RCB) framework, mandatory onboarding of all departmental services onto the EoDB portal, the creation of a land bank to attract investors, and the formulation of a comprehensive Investment Policy. Departments were also directed to phase out manual processes gradually, ensuring a smooth transition to digital governance through targeted training and awareness programs.
