Arunachal Pradesh Chief Minister Pema Khandu criticized the signing of a memorandum of understanding (MoU) by 76 families from Karko village in Upper Siang district with the state government to facilitate the preparation of the Pre-Feasibility Report (PFR) for the Siang Upper Multipurpose Project (SUMP). The decision, according to Khandu, is a reflection of trust and responsibility and shows a greater awareness of the public’s commitment to the future of Arunachal Pradesh and the nation. The preliminary phase of the project, which is considered to be of national importance, advanced significantly with the signing of the Memorandum of Understanding (MoU) on Sunday between the state administration and the residents of Karko village in the Upper Siang region.

The signing of the Memorandum of Understanding, according to officials, is a significant milestone that emphasizes a consultative process based on informed consent, ongoing communication, and active community involvement while guaranteeing appropriate consideration of social and environmental concerns. Khandu thanked the villagers for their collaboration and said that their support showed how community voices and development projects could advance together. He declared, “Together, we are shaping a future where progress benefits our people while safeguarding our land, culture, and national priorities.” Five communities have now formally signed Memorandums of Understanding (MoUs) supporting the project’s PFR preparation, with Karko’s approval.
