
Arunachal Pradesh Chief Minister Pema Khandu on July 30 launched the state’s first Online Building Plan Approval System (OBPAS). The digital platform aims to simplify, accelerate, and bring greater transparency to the process of granting building permits.The OBPAS is being developed by the Department of Urban Development under the Ease of Doing Business initiative and is integrated with the national AutoDCR portal, a software solution used by several states in India to automate the scrutiny of building plans. This integration is expected to reduce human error, minimize manual processing, and curb corruption in the approval mechanism.
Launching the platform at a formal event in Itanagar, CM Khandu said the new system will transform how citizens, architects, and engineers interact with municipal bodies for construction permissions. “With OBPAS, we are ensuring faster delivery of services, less paperwork, and real-time tracking of applications. This is a big step forward in making government more accessible and transparent,” he said. Initially, the platform will be operational in the municipal areas of Itanagar and Pasighat, two of the state’s largest urban centers. The government plans to roll it out in phases to all urban local bodies (ULBs) across Arunachal Pradesh.
Urban Development Secretary Amarnath Talukdar said the platform will also ensure better compliance with the Arunachal Pradesh Building Bye-Laws, streamlining both approval and enforcement processes. He noted that OBPAS would allow users to upload their building plans online, pay necessary fees digitally, and receive automated feedback on the status of their applications.
