A recent administrative review has highlighted critical gaps in rural service delivery across Arunachal Pradesh, underscoring the urgent need for improved coordination, infrastructure, and monitoring to ensure citizens receive essential government services efficiently. The Administrative Reform Commission (ARC), led by Chair Pramod Jain and Member Hento Karga, conducted a detailed assessment in East Siang district on November 13. During their visit, the panel met Deputy Commissioner Sonalika Jiwani, Superintendent of Police Pankaj Lamba, and senior officials to examine the functioning of frontline administration.

The discussions revealed persistent challenges at subdivisional and circle levels, including manpower shortages, inadequate infrastructure, and weak inter-departmental coordination, all of which are affecting access to basic services for rural communities. “Feedback from the field highlights an urgent need for more reliable service delivery systems, especially in remote areas where citizens still rely heavily on physical visits to government offices,” said Jain. He added that future reform proposals will focus on stronger convergence among departments and sharper monitoring mechanisms to ensure efficiency and accountability. The panel also evaluated the district’s progress in digital governance. While e-services are expanding, many rural residents remain outside the digital network, limiting their access to online facilities. Community participation in development initiatives and the state of local infrastructure were additional focal points of the review. Deputy Commissioner Jiwani briefed the ARC on existing administrative structures, the challenges posed by limited manpower, and ongoing efforts to scale up digital platforms to reduce delays for citizens.
