
On the second day of its fourth session, the Arunachal Pradesh Legislative Assembly (APLA) enacted two significant laws. Ministers of Land Management Balo Raja and Water Resources Biyuram Waghe introduced the Arunachal Pradesh Public Premises (Eviction of Unauthorized Occupants) (Amendment) Bill, 2025, and the Arunachal Pradesh Flood Plain Zoning Bill, 2025. In addition, in compliance with Article 252(1) of the Constitution, the house approved the Water (Prevention and Control of Pollution) Amendment Act, 2024.
During the discussion, Speaker Tesam Pongte proposed adding measures to the Flood Plain Zoning Bill to address the negatively impacted land erosion caused by tiny streams. Namgey Tsering, an MLA for the National People’s Party (NPP), voiced concerns during a different conversation over the Indian Army’s occupation of community land in Tawang district because of improper documentation and the land acquisition procedure.
Tsering urged the state government to intervene in order to denotify the territory and lessen the limitations that the military was placing on the populace. The military’s control of important property in border regions has produced problems for the original landowners, according to NCP MLA Toko Tatung, who echoed Tsering’s concerns. Minister Balo Raja responded by promising the house that the state administration would work with the federal government, Tawang residents, and defense authorities to find an immediate solution to these problems.
